To further improve and consolidate China's monetary system and facilitate transactions and business accounting, the Sate Council issued a decree on February 21, 1955, instructing the People's Bank of China to issue the second Set of Renminbi starting from March 1, 1955. among others, the paper money is divided into one fen, two fen and five fen, which are the smallest units in terms of value in the world. Thus they are quite popular among Chinese and foreign numismatists.
